Full-Time Compliance Specialist
The Compliance Specialist is responsible for the evaluation and monitoring of properties to assure compliance with applicable affordable housing programs. He/she will keep current on all changes in regional affordable housing regulations and assist in the distribution of this information to Asset Management and property operations staff on a regional basis.
Other responsibilities include:
• Implement file audit to ensure compliance for each property including:
o Ensuring that all tax credit project first-year tenant files are 100% in compliance.
o Ensuring that all tax-exempt bond project first-year tenant files are 100% in compliance.
o Ensuring that HUD project tenant files are 100% in compliance.
• Schedule/coordinate all ongoing file reviews and audits: Verify tenant income for eligibility for HUD, tax credit, and tax-exempt bond projects and RD properties. Audit tenant recertifications to ensure compliance with HUD, tax credit, and tax-exempt bond requirements. Some travel may be required for periodic tours of property sites to monitor file compliance and safe, sanitary housing standards. Site visits may also include the review of the periodic REAC physical inspections.
• Provide orientation and training to Property Managers on compliance and develop action plans for corrections needed.
Requirements for this position include five or more years of experience in property management, asset management, or housing regulatory organization/agency with an emphasis in compliance oversight. Extensive knowledge of affordable housing, fair housing laws, property management/operations and practices is required. Excellent written, verbal and interpersonal communication skills and attention to detail, strong organizational skills, and strong analytical skills for financial and industry data are also needed. A bachelor’s degree in real estate, finance or business, or a related field or equivalent work experience a must. The successful candidate will have experience in HUD and LIHTC. An HUD-certified occupancy training is desired. This candidate will also have a certification in one or more of the following: COS, C3P, HCCP, NCP, CSC, CLS and/or any LIHTC certification.
